UNHCR’s refugee population includes people recognized under international or regional refugee instruments, people granted complementary or temporary forms of protection, and people in refugee-like situations. This page ranks that refugee category by country of asylum at the end of 2025.
The ranking measures absolute hosted population, not burden relative to population or GDP. It does not measure asylum-system quality, fiscal cost, generosity, integration outcomes, resettlement effort or the number of new arrivals during 2025.
Scope matters. UNHCR also publishes broader host-country figures combining refugees with other people in need of international protection. Those figures can produce a different ordering. This page keeps the narrower refugee-under-UNHCR-mandate metric consistent across all 100 rows.

Methodology
The ranked metric is UNHCR’s end-year total of refugees plus people in refugee-like situations by country of asylum. The unit is people. Higher values rank higher. This is a 2026 snapshot of statistics describing end-2025.
Numeric source and status
UNHCR Refugee Population Statistics is the sole numeric source. Every row is official_value. No earlier country year is substituted.
Inclusion and exclusion
The Top 100 is selected after sorting confirmed 2025 refugee totals descending. Asylum-seekers, other people in need of international protection, IDPs, returnees, stateless people and UNRWA Palestine refugees are excluded.
Region method
Broad regions are assigned using the United Nations Statistics Division M49 geographic scheme. Region metadata does not change the UNHCR value or rank.
Conflicts and rounding
Conflicting figures are not averaged: the official UNHCR release prevails. Values are displayed as whole people. UNHCR notes that very small values between zero and five may be rounded to multiples of five; that does not affect this Top 100.
