This ranking compares countries and applicant origins by the number of international patent applications filed through the Patent Cooperation Treaty system. The metric is PCT applications by origin, measured in application counts, using WIPO’s 2025 estimate. Higher values indicate more PCT filing activity by applicants from that origin.
The source type is an official WIPO annex table. Coverage is the top 100 confirmed country and origin entries from Annex 1, excluding the “Unknown” line because it is not a country or applicant origin. Overview
PCT filing counts show where applicants use the international patent system most intensively. The ranking is heavily concentrated at the top: China, the United States, Japan, the Republic of Korea and Germany form the first tier, while the next group is led by France, the United Kingdom, Switzerland, the Netherlands and Sweden.
This is not a ranking of patent quality, patent grants or resident patent filings at national offices. A PCT application is a procedural route that gives applicants more time and a single international phase before deciding where to enter national or regional phases.
The top 10 origins account for about 87.9% of the WIPO global total shown for 2025. That concentration means the table should be read as both an innovation-capacity indicator and an international patent-strategy indicator.

Methodology
The metric is the number of PCT international patent applications by applicant origin. The unit is applications. The target year is 2025, using WIPO’s official estimate published in Annex 1: International patent applications by origin (PCT System). The ranking direction is descending: a larger number of applications ranks higher.
Source hierarchy
The row values come from WIPO, the international organization administering the PCT system. No commercial databases or modeled estimates are used for the ranking values.
Inclusion rule
The first 100 country and origin rows in the WIPO annex are included. The “Unknown” line is excluded because it is not a country or applicant origin. Equal values keep the WIPO annex order.
Status rule
Every row is marked official_value. The source label remains “WIPO 2025 estimate” because that is how the official annex presents the latest year.
Ranking formula
Rank = order of value, descending. No row uses a forecast model, CAGR assumption, extrapolation or weighted average.
Rounding
Values are displayed as whole application counts with thousands separators. The source table itself reports whole counts.
Limits
The metric does not measure patent grants, patent quality, national patent applications, patent families, R&D spending or per-capita innovation intensity.
Audit note: each ranking row uses the same row-level source, source year, status and method note. The value is a PCT application count by applicant origin, based on the international filing date. “Unknown” remains part of the WIPO total but is not used as a country or origin row in this Top 100.
PCT filings are useful for comparing international patenting strategy, but they are not the same as domestic patent office activity. A country can have many resident patent filings but fewer PCT filings if applicants focus mainly on domestic protection. Conversely, internationally active technology firms can lift a country’s PCT count even when the country’s total population is small.
