Overview: What Total Fertility Rate Measures
Total fertility rate is a period measure: the mean number of live births a woman would have by age 55 if she survived to that age and experienced throughout her life the age-specific fertility rates applying in the specified year. It is expressed as children per woman.
TFR is not the number of babies born in 2025 and is not a direct measure of population growth. Countries with similar TFRs can have very different birth totals because population size and age structure differ.
Country-scope rule: WPP covers 237 countries or areas, while this ranking filters the source to the 193 UN Member States plus the Holy See and State of Palestine. Other separately reported WPP areas are excluded before rank assignment.

Methodology
The ranking uses the United Nations Department of Economic and Social Affairs, Population Division, World Population Prospects 2024 Revision. The target year is 2025, the metric is total fertility rate in children per woman, and countries are sorted by the raw TFR value from highest to lowest.

Total fertility rate summarizes the age-specific fertility rates applying in a specified year. Unit: children per woman.
2025 data status
WPP 2024 estimates fertility through 2023 and projects from 2024 onward. Every ranking value is therefore an official_forecast: an official UN-published projection, not an observed 2025 measurement.
Projection method
The WPP 2024 medium fertility scenario uses the mean of 2,000 projected total-fertility trajectories. The values on this page are taken directly from that published medium scenario; no separate fertility forecast is calculated here.
Country universe
Eligibility is restricted to 193 UN Member States plus the Holy See and State of Palestine, the two non-member Observer States. Other WPP countries or areas are excluded before rank assignment.
Ranking and rounding
Rank uses the four-decimal raw value in descending order. Display values use standard decimal rounding to three places only after ranking. The Top-100 median is (3.1681 + 3.1357) ÷ 2 = 3.1519.
Regions
Broad regional labels are used only for filters and descriptive counts: Africa, Asia, Europe, Oceania, and Latin America & Caribbean.
Missing values and conflicts
No row is included without a 2025 WPP medium-scenario TFR. Conflicting secondary values are not averaged; the official WPP value controls the ranking.
Limits
TFR does not directly measure annual birth counts, population growth, migration, household size, completed cohort fertility or future population size.
No calculated_value or modeled_projection rows are used. Ranking, display rounding, the Top-100 median and regional counts are calculations derived from the published table and do not alter the underlying UN projection values.
A TFR near 2.1 is often used as an approximate replacement benchmark in low-mortality populations, but the exact replacement level varies with mortality conditions and the sex ratio at birth.
