This ranking compares 11 countries for which published school-level evidence can verify internet connectivity at 10 Mbps or faster. Giga recommends at least 20 Mbps of dedicated download speed and treats 10 Mbps as an absolute minimum when the higher target is impractical.
The 2026 edition brings together published country observations and reports dated from 2020 to 2025. It is not a complete global ranking: countries without sufficiently detailed school-speed data are omitted rather than estimated.

Why school internet speed matters
Counting schools with any internet connection can overstate meaningful access. A low-bandwidth connection may be enough for administration or basic browsing but inadequate when many students and teachers need video, cloud applications, online assessments or digital learning platforms at the same time.
The 10 Mbps threshold used here is therefore a minimum benchmark, not a definition of high-quality school broadband. It also does not capture latency, reliability, classroom Wi-Fi, bandwidth per student or the number of simultaneous users.
Values marked with “≥” are conservative lower bounds. They count only speed categories that are entirely at or above 10 Mbps and make no assumption about schools in broader lower-speed categories.

The chart uses the same raw values as the ranking table. All 11 verified entries are shown because the dataset contains fewer than 20 countries.
Methodology
Countries are ranked by the share of schools that the cited evidence can verify at 10 Mbps or faster. The ranking uses the year stated by the source where available; where a publication reports a current figure without a separate observation year, the publication year is identified as the reporting year.
Inclusion
We include national or clearly defined school cohorts when a published percentage, speed distribution or school count can establish the ≥10 Mbps share.
Exclusion
General internet access, household broadband, average speeds and future targets are excluded if they cannot establish how many schools meet the threshold.
Published values
Uzbekistan and Serbia publish the target measure directly. Their rows therefore use official_value status.
Calculated values
Nine rows are calculated from published observed inputs. The formula is disclosed for every row and no trend or forecast is added.
Country calculations
Ireland: CSO reports that all primary and special schools are on minimum speeds of at least 100 Mbps, while post-primary schools have minimum connectivity of 200 Mbps. Because every stated minimum exceeds 10 Mbps, the calculated share is 100%.
Uzbekistan: a UN-backed publication released in 2024 reports directly that 99.6% of schools are connected to at least 10 Mbps. The source does not identify a separate observation year, so 2024 is treated as the reporting year rather than a claimed measurement year.
Poland: the 2022 European Court of Auditors survey reports 5% of responding schools at ≥1 Gbps, 45% at 100–<1,000 Mbps and 45% at 30–<100 Mbps. Formula: 5 + 45 + 45 = 95%. The <30 Mbps category is not split at 10 Mbps, so 95% is a lower bound. The ECA received 16,142 valid responses from 49,512 schools across the five surveyed areas, an overall response rate of about 33%.
Serbia: OECD reports that approximately 92% of primary and secondary schools had broadband of 10 Mbps or more by mid-2020. The percentage is used as published.
Croatia: ECA survey inputs are 5% at ≥1 Gbps, 24% at 100–<1,000 Mbps and 59% at 30–<100 Mbps. Formula: 5 + 24 + 59 = 88%. This describes survey respondents rather than a national administrative census.
Italy: ECA survey inputs are 10% at ≥1 Gbps, 31% at 100–<1,000 Mbps and 44% at 30–<100 Mbps. Formula: 10 + 31 + 44 = 85%. The lower-speed category is excluded.
North Macedonia: OECD reports 80.7% of primary and lower-secondary schools and 93.6% of secondary schools above 10 Mbps in 2020. Without assuming the number of schools in each group, the conservative combined lower bound is min(80.7, 93.6) = 80.7%.
Greece: the Greek School Network January 2025 broadband indicators list 1,285 schools above 100 Mbps, 7,783 at 30–100 Mbps and 2,200 below 30 Mbps. Formula: (1,285 + 7,783) ÷ 11,268 × 100 = 80.4757%, displayed as 80.5%. This result applies to the schools covered by the GSN broadband indicator cohort.
Indonesia: the World Bank reports 51,491 schools at 100+ Mbps, 112,564 at 10–50 Mbps, 31,332 below 10 Mbps and 41,574 with unknown connectivity. Formula: (51,491 + 112,564) ÷ 236,961 × 100 = 69.2329%, displayed as 69.2%. Schools with unknown connectivity remain in the denominator and are not treated as meeting the threshold.
Kazakhstan: the source dataset contains 1,988 schools above 10 Mbps, 1,264 at exactly 10 Mbps and 7,438 schools in total. Formula: (1,988 + 1,264) ÷ 7,438 × 100 = 43.7214%, displayed as 43.7%.
Albania: OECD reports that around 25% of schools had internet speeds above 10 Mbps in 2020. Because speeds above 10 Mbps also satisfy a ≥10 Mbps threshold, the published percentage is used as a conservative lower bound rather than as an exact directly published ≥10 Mbps value.
Limits of comparison
Observation years and data collection methods differ. Poland, Croatia and Italy are based on an ECA school survey; Greece uses the Greek School Network broadband indicator cohort; other entries use national or international reporting. The ranking therefore compares reproducible published evidence, not a harmonised global census.
The metric does not measure latency, uptime, Wi-Fi coverage, affordability, bandwidth per student, device availability or digital skills. Meeting 10 Mbps also does not mean a school meets Giga’s preferred 20 Mbps benchmark.

Notable Pattern
Several European observations are already concentrated in speed bands of 30 Mbps or more, comfortably above the threshold used for this ranking.
Regional / Source Concentration
Ten of the eleven entries are from Europe and Central Asia. This mainly reflects the availability of detailed school-speed evidence and should not be interpreted as a global regional league table.
Outlier
Kazakhstan is unusually transparent around the exact threshold because its source publishes separate counts for schools at 10 Mbps and above 10 Mbps.
What the ranking means
The table is most useful for comparing published evidence, not for declaring which country has the world’s best school internet. Countries missing from the ranking may have strong school broadband but lack a public dataset that can be translated into the same 10 Mbps threshold.
Data collection also differs. Some figures come from administrative reporting, while Poland, Croatia and Italy come from a 2022 European Court of Auditors survey. Greece reflects the broadband indicator cohort published by the Greek School Network.
Readers should therefore use both the percentage and the source note. A country’s rank describes the evidence included here for the stated or reported year; it is not a modeled estimate of present-day 2026 connectivity.

Which country has the highest verified school connectivity in this dataset?
Ireland ranks first at 100%. Its 2024 national source states minimum speeds of at least 100 Mbps for primary and special schools and 200 Mbps for post-primary schools.
Are these figures all from the same year?
No. The evidence was observed or reported between 2020 and 2025. Where a source does not state a separate observation year, the reporting year is identified instead.
Why are some percentages marked with ≥?
The symbol means the source proves at least that share meets the threshold but does not provide enough detail to calculate the exact total at ≥10 Mbps.
